Plot: In a rundown apartment complex in San Franciscos poverty-stricken Tenderloin neighborhood, septuagenarian Harrison Montgomery (Martin Landau) is waiting for his final message. For decades the eccentric recluse has chronicled the phrases of the Wheel of Fortune and deciphered their hidden meaning - the details of a mission to save his neighbors: Ricardo Papa (Octavio Gomez), a small-time drug dealer with artistic aspirations, who struggles to escape the world of crime, and Margo (Melora Walters), a single mother trapped in an abusive relationship in the name of financial security and a stable home for her daughter Lattie (Krista Ott). It takes Harrisons magic, the revelation of his final purpose, and Latties kindness to free Ricardo and Margo, and restore karmic justice when it is needed most.

    • Despite the fact that the screenplay was one of the most famous ever to circulate among insiders of the *real* Hollywood North, the movie still took an incredibly long time to get filmed - the screenplay was originally written in the mid 80s. There was a serious attempt to film it in 1987, but the plans were ultimately scrubbed.
    • The character Lindsay Marshall is based on the well-respected Canadian author Margaret Atwood. The first film adaption of one of her novels Surfacing (1981) had similar problems as the movie "Road to Bogota" being made in this movie.
